What’s happened.

A survey published this week by ATB Cormark and reported by The Canadian Press found that more than three quarters of oilpatch respondents are convinced the Pacific Link pipeline to British Columbia and the Pathways carbon storage project will go ahead. The firm surveyed 22 energy services companies, 27 exploration and production companies and 42 institutional investors between Sept. 14 and Sept. 28, and 77 per cent said they believed the projects would receive a positive investment decision.

The conviction stops at timing. Fifty-three per cent of respondents said construction would begin in 2028 or later, and only 24 per cent expected shovels in the ground next year. Alberta has targeted Sept. 1, 2027 for pipeline construction to commence, while no timeline has been set by the companies behind Pathways. The survey closed days before the million-barrel-a-day Pacific Link proposal was deemed the first national-interest project under federal legislation passed last year, opening the door to a speedy review — the pipeline remains contingent on Pathways being built to offset emissions.

What it means for your business.

The market has already decided these projects are real; the open question is the year. For suppliers that means the sales conversation through 2027 is not "we can mobilize now" but "we will be qualified, audited and documented when you are ready." Capability statements, prequalification packages, safety and emissions credentials, and visible CCS or large-diameter pipeline reference work are the assets that win placement on bid lists being assembled well ahead of a construction start that most of the basin expects in 2028.
