Ottawa and Washington Race to Put a Deal in Front of Trump Before August 19

Canada-U.S. Trade Minister Dominic LeBlanc met U.S. Trade Representative Jamieson Greer in Washington again on August 13, telling reporters “we’ll have as many meetings as it takes” as the two sides work to assemble a framework they can put in front of President Trump before the threatened 50% tariffs take effect August 19. CBC reports that Canada remains unsatisfied with the latest U.S. offer, and Canada’s chief negotiator has warned that letting the new tariffs proceed could derail talks entirely.

For Alberta exporters the next five days are the widest uncertainty window of the year: either a framework lands and the tariff wall softens, or August 19 arrives and roughly $20 billion in Canadian goods — dairy, beverages and a long tail of consumer products — face 50% duties regardless of CUSMA status.

What it means: Don’t build your fall export plan on one outcome. Model both scenarios now — U.S. margins at current duties and at Section 338 rates — so the decision on August 19 is an execution call, not the start of your analysis. Businesses that diversified early into interprovincial and offshore markets are the ones treating this week as noise rather than crisis.
